This resource uses survey data from 236 staff of community foundations, this paper suggests that foundations that balance the roles as of fundraiser and grantmaker within their operational context tend to achieve the greatest returns in terms of effectiveness.  Relevant indicators considered include responsiveness, fundraising, community leadership and consistency between attitudes and practices.
