Rescuing Policy

Rescuing Policy, a new book published by Public Policy Forum, is the result of the Public Engagement Project, a two-year dialogue and capacity-building project on public engagement that involved nine federal, provincial and municipal governments in Canada, the Government of Australia and some 500 public servants.  Its premise is that as public policy issues are becoming increasingly complex, the process by which governments make decisions about them has not kept pace. In contrast, public engagement is a new way of thinking about how government works together with citizens, communities and stakeholders to achieve a wide range of goals that none can achieve alone, such as population health; adjustment to climate change; building a highly skilled labour force; or, national security.  Detailed reports are also available on two of case studies profiled in Rescuing Policy.  Community Building Through Sport is a case study about the renewal of Canadian Sport Policy and Building a Strategic Design Capacity for Co-Design is the case study for the Australian Government’s Co-Design Community Engagement Prototype.  Rescuing Policy serves as an introduction to public engagement, develops a methodology for implementing it, and provides commentary and best practice on the change process. The approach is illustrated through a number of original case studies that were undertaken to test the approach.
